During his first term, FDR had the idea for a series of stamps that would honor all the Presidents. The idea did not come to fruition until his second term. In 1937 the Treasury Department announced a design competition for the new Presidential Series. Over 1,200 entries were received and the winner was 25 year old Elaine Rawlinson. Her’s along with post office designs were given to President Roosevelt who made the final decision to use Rawlinson’s 1c designs as the basis for all the “cents” stamps.
